Abstract

Reconstructing the relationship between the President and the House of Representatives (DPR) is an urgent need in Indonesia's presidential system, given the growing problems of hybridization of the government system, excessive legislative dominance, transactional politics and large coalitions in parliament, and the blurring of constitutional authority boundaries that significantly weaken the principle of checks and balances, government effectiveness, and the quality of democracy. This study analyzes the obstacles to the President-DPR relationship caused by transactional politics and formulates a legal reconstruction to strengthen the limits of constitutional authority. This study uses a normative juridical research type. This study shows that the multiparty presidential system in Indonesia affects the effectiveness of the President's leadership through party fragmentation and pragmatic coalitions that limit executive autonomy in the cabinet, legislation, and strategic decisions. Unstable coalitions weaken government performance, slow down legislation, and obscure DPR oversight, even though they encourage inclusive and consensual leadership. The ideal relationship between the President and the DPR should be based on effective checks and balances, with equal standing and mutual oversight functions in legislation, budgeting, and oversight. The DPR is required to be independent and oriented towards the public interest. Strengthening institutional capacity, substantive accountability, transparency, and a constitutional political culture are necessary to ensure government stability and presidential democracy. In conclusion, a multiparty presidential system limits the President's effectiveness due to party fragmentation and coalition dependence; the ideal relationship between the President and the DPR requires strong checks and balances and accountability.
