Higher order thinking skills are one of the main goals of 21st century learning. This is in accordance with the 2013 Curriculum which requires teachers to carry out learning that can encourage students to have higher order thinking skills or HOTS. Based on initial observations at Wahidiyah Junior High School, the questions that are usually given to students in mathematics lessons still rarely use questions that train students' higher-order thinking skills. This study aims to produce a Higher Order Thinking question instrument. This type of research is research and development or Research and Development (R&D) which adopts development research from Marpadi (2015). This development research is limited to the stage of analyzing test items due to time and research limitations. The development of Islamic-based Higher Order Thinking questions on comparative material for class VII uses 5 stages, namely compiling specifications for test items, writing test items, reviewing test questions, conducting trials, and analyzing test questions. Based on the validity of the contents and constructs of the whole instrument the question is declared valid. Based on the limited trial, there were 3 questions that did not meet the criteria, namely numbers 1, 4, and 9. Thus, this development research resulted in 7 quality instruments according to the eligibility criteria.
